- for the sites that provide videogame music rips, you'll have to get programs/plugins that can handle the specific formats you'll encounter, unless they provide mp3/ogg/etc. renders.
usually the sites list software you can use for playback. - whenever the "command line" is mentioned, it means that to use some program properly you have to use cmd.exe on windows to run it, for example.
it's not the most friendly way to use programs, but a lot of other tools also happen to only have this kind of interface available, so if you learn this once, all those other tools will be usable.
besides that, this is the only reasonable option you have for automating arbitrary tasks on your computer, which is important if you have lots of files to process, among other things.

in the past people have recommended programs like Format Factory, which as far as i'm aware just use FFmpeg behind the scenes, so why not get the real deal instead?
it has a lot more features than just converting between audio/video formats, so i recommend spending some more time with this one.

this is the image equivalent of FFmpeg.
